N = 1/3 rpm
v = 2(3.14)(5)N = 31.4 m/min ( tangential velocity)

At 8 m above ground, the position of the rider describes a triangle with a leg of 3 m and hypotenuse of 5, giving an angle of arc sin(3/5)= 36.87 deg
The tangential velocity therefore is directed at 90 - 36.87 = 53.13 deg from the x-axis.
Thus, v[y] = 31.4 sin(53.13) = 25.12 m/ min.
